Sam Garner is an Associate at Bryan Cave Leighton Paisner. He graduated from Washington University School of Law in St. Louis, Missouri in May 2019. While at WashULaw, Sam was a Dean’s Fellow and a Junior Fellow of The Cordell Institute. Sam began working with The Cordell Institute during the summer of 2017, before it’s official launch, as a Research Assistant. Sam served as the moderator for the 2017 Institute for Policy in Medicine & Law Planning Symposium.
Prior to attending Wash U Law, Sam spent eight years at the National Institutes of Health (NIH). From 2008 to 2011, he was a health science policy analyst in the Clinical Research Policy Analysis and Coordination Program (CRpac), Offices of Science Policy (OSP), NIH. He provided analytical, research, and administrative support to senior staff on a wide range of research ethics projects related to biomedical research.
From 2011 to 2016, Sam served as a bioethicist in the Division of AIDS (DAIDS), National Institute of Allergy and Infectious Diseases (NIAID), NIH. As a member of the research ethics team, he aided in the development of a bioethics grants portfolio focused on HIV and its co-morbidities. He also helped organize six international, interdisciplinary academic workshops on topics such as ethical issues for conducting HIV prevention and vaccine research in resource-limited settings and social, behavioral, and ethical issues in HIV cure research. Sam reviewed NIH-funded scientific research protocols for research ethics issues regarding the design and conduct of international HIV/AIDS, hepatitis C, and tuberculosis clinical trials.
From 2011-2015, Sam served as a member of the National Human Genome Research Institute (NHGRI) Institutional Review Board (IRB), where he reviewed a broad range of NIH intramural genomics studies. And from 2015-2016, Sam served as a member of the NIAID IRB, where he reviewed NIH intramural infectious disease studies.
For the summer of 2018, Sam was a summer associate at Bryan Cave Leighton Paisner.
Sam studied music performance and philosophy at Connecticut College and received a master’s in bioethics from the University of Pennsylvania.
